Site Uptime hurts many website and may many a times leads even to deindexing as punishment from Google. So as and when your sites starts fluctuating you should actually initiate change your hosting. Because probably either your website is accompanied by some website which is very important from the perspective of being a serious website in eyes of Google. Because the fluctuation in your website means Google is understanding that your website is either a spammy non existing fishy site or a just clutter of links targeting search engine rankings.
