If we talk about Credibility, Responsibility and Targets in Government Sector would be a Joke. But if we see it with a different angle it can bring surprising results If it is implemented religiously in PSU and Government sectors.
Credibility and Responsibility:-
Project Task assigned to a officer would be its responsibility till the life time of the Product. If it fails or somehow found deteriorated in quality check in its life time would be considered as criminal action by the responsible officer and appropriate legal action taken against the officer in a time frame. If the project is a successfully completed and before the timelines certain percentage fixed as incentive for the officers involved in the project.
Targets for the Government Employees:-
Certain KRA and KPIs to be decided for every civil servant and whoever performs well and beyond expectation be given out of turn promotions and Salary Increments. Whoever missing the targets be trained first, warned second time and be expelled if thrice. The Goal setting could be done by reporting officer and monthly review to be done and analysed. Top level bureaucracy KRAs be decided by Judiciary and Chief Justice of supreme courts, chief of defence KRA be decided and analysed by President. Prime Ministers KRA be decided by President and GOM and reviewed by President. Action could be taken against president by parliament is found to be non-performer.
Alongside:-
Yearly increment to be given to government employees based on performance. Else salary be reviewed every two years and increment and promotion be strictly based on performance.
