For these users your offering could be your content which is a plain text and people are here to read these texts in place of your visual graphics.

I moved my servers and rather hosting partner to India based servers, thus my maximum users will see the website with least delay. Similarly if CDN service is working best for you stick to it and extract the best results from it for better page ranking. As far as server location is concerned if you have options available in US UK, Canada, Europe and Asia why not choose those servers where your maximum visitors belong to. It reduces your dependency on CDN service and also able to serve the best page speed to your every visitor.
